Managed cron jobs now have supervised execution history

Communications Scheduler now validates schedules, shell commands, working directories, and timeouts; Linux cron invokes a stable job-ID wrapper that blocks overlap, terminates timed-out process groups, stores bounded and redacted output, notifies managers on failures, and exposes paginated execution evidence with configurable retention.
